To achieve the above purpose, the Division shall carries out the following functions:

1. The provision of secretarial services to the Board
2. The management of corporate legal issues.
3. The production and issuance of licenses to water resources users
4. The drafting and review of the Bill/Act, regulations on water resources management and development
